Economic Development Strategies and Planning

Case Study of Successful Regional Economic Development Efforts. As part of a consulting team working for the Appalachian Regional Commission, researched the economic development programs in place in Chautauqua County, New York. The case study is part of a series of case studies aimed at helping other Appalachian regions pursue successful economic development efforts.

Economic Development Strategies. For the Development Authority of the North Country, Ms. Moses evaluated the economic impact of the proposed expansion of Fort Drum. A major part of the study was the preparation of an economic development strategy plan for the North Country region. The plan included over thirty steps for encouraging economic development in the region, over twenty of which were implemented. Ms. Moses was asked to prepare an update of the plan five years after its completion. Ms. Moses has participated in economic development strategy planning for several commu-nities, including Placer County (CA), Lorain (OH), Dallas (TX), Framingham (MA), Norwalk (CT), and Humboldt County (CA).

Military Base Reuse Studies. For Boston’s Economic Development and Industrial Commission, Ms. Moses conducted an industrial reuse study for the Boston Army Base. She evaluated the potential to attract marine industrial uses to the site, and conducted a pro forma for several development strategies at the facility. For the Town of Glenview (IL), Ms. Moses evaluated the potential to reuse the decommissioned Glenview Naval Air Station as a general aviation facility. The study also evaluated mixed use development options for the site. For the Rancho Cordova (CA) Chamber of Commerce, Ms. Moses prepared a market study for the reuse of Mather Air Force Base. She also prepared a pro forma analysis for alternative development scenarios. Ms. Moses also contributed to the development of reuse strategies for Fort Devens.

Downtown Economic Studies. For the Sacramento Department of Public Works, Ms. Moses developed and managed the administration of a series of personal and mailback surveys to determine the economic contribution of employees, shoppers, and other visitors to the downtown economy. Based on the survey results, Ms. Moses evaluated the spending patterns of each group, and differences in spending within groups based on differences in mode of transportation to the downtown. The effect of changes to the price of long-term parking on the downtown economy was then estimated and used as guidelines for setting new parking policies. Ms. Moses has participated in similar studies in Boston and Columbus, Ohio.

Strategic Master Plan for the Black River. For the Lorain, Ohio Port Authority, analyzed the development potential for three miles of riverfront property, and developed a plan to integrate commercial, recreational, and industrial uses along the Black River. Led public workshops to elicit public input into the plan, and to garner community support. Conducted market analyses to identify the highest and best reuse for a defunct ship building facility on the River. Conducted an analysis of the demand for marina slips and moorings by type of boat for a proposed mixed use development. Assessed potential to use sites along the River for marine-related industrial uses. Prepared master plan that was later implemented.
